AFFILATED Emblem Clubs are permitted to adopt Standing Rules for their own local government: however, any rule adopted must not be in conflict with the Supreme Bylaws, or the laws herein.
PREAMBLE: ROCKLAND EMBLEM CLUB #200 IS FORMED TO ASSIST THE ROCKLAND LODGE OF ELKS #1008
- The name of the club shall be Rockland Emblem Club #200.
- The dues of the Rockland Emblem Club shall be $20.00 per year except for those 65 or older, which will be $15.00.
- An initiation fee of $10.00 will be received with the application.
- Regular meetings shall be held on the 1 st Thursday of each month and a Social meeting shall be held on the 3 rd Thursday of each month.
- A vacation of two months shall be July and August.
- A quorum shall consist of ten members.
- The officers of the Rockland Emblem Club #200 are: President, Jr. Past President, 1 st Vice President, 2 nd Vice President, Financial Secretary, Treasurer, Recording Secretary, Corresponding Secretary, Press Correspondent, Historian, 3 to 5 Trustees, Marshal, 1 st Assistant Marshal, 2 nd Assistant Marshal, Chaplain, Organist, 1 st Guard and 2 nd Guard.
- Election of Officers will be held annually at the 1 st meeting in March with installation of Officers to be held as soon as possible.
- The Emblem Club membership card DOES NOT give Emblem Club members the freedom of the Elks' Lodge. Its main purpose is a means of identification when out of town. Emblem Club and Elks do not affiliate. They are entirely separate orders.
- It is written law of the Elks that only Elks members will be allowed in the Elks' Lodge on the Elks meeting nights.
- ABSOLUTELY NO LIQUOR is to be taken into the lodge room at any time.
- Emblem Club members are considered guests of Elks and shall conduct themselves in such a manner.
- Emblem Club members are not allowed in the Elks' Lodge unescorted, except on Emblem Club meeting and Social nights.
- As a SPONSOR of an INCOMING MEMBER , it is your responsibility to INFORM the candidate of the date and time of the SUPPER, PROPER DRESS , and arrange to MEET or BRING the candidate to the club. MOST OF ALL take the candidate under your wing until the candidate is fully orientated and feels WELCOME AS A MEMBER .
- White gloves are required for initiations and installations. Long white or multi-colored gowns at the discretion of the incoming president, tuxedos, or dark suits for installation of officers. Black skirts or black dress slacks for Flag Day in June and Memorial Service in November. Proper attire will be worn to Funeral Services.
- Scholarships will be given annually to qualified applicants. The Rockland Emblem Club #200 scholarships will be made available to a member or a relative of a member of Rockland Emblem Club.

The applicant must provide the following: |

Proof of acceptance to a school of higher education

Financial need

Submit an essay of 50-word minimum up to 100-word maximum. The subject is to be picked by the scholarship chairman and a committee of two chosen by the scholarship chairman

Neatness counts

The chairman must receive the scholarsihp applicaiton by the March business meeting.

A certificate will be given. The Rockland Emblem Club #200 will issue a check, after evidence of a C average, in the amount of the scholarship to the school or applicant at the end of the first semester in the name of the winning student to further their education.

GUIDELINES FOR CHOSING SCHOLARSHIP RECIPENTS
Three Past Presidents will be chosen to make sure the applications meet the above criteria (if not available 1 Past President and 2 officers), the three judges will be chosen from the community by the chairman. The application will have a cover sheet with all the pertinent information; this will be removed at the time of the judging and a number assigned. Only after the judging is complete the winners will be notified. These scholarships will be awarded at the installation of officers in April. If there are no applications for the scholarship, the money will be set-aside for the next year.

GUIDELINES FOR CHOSING MEMBER OF THE YEAR
- The member is in good standing. Must be an active member for at least two years. Attends most of our meetings. Will be active in affairs that affect Emblem Club, our social affairs and with our Elks.
- This member will act and express themselves in the best interest of Emblem Club will respect our Elks and Elks Lodge. Projects our Emblem image into the community of what we are and what we stand for, and what we can do. Respects the decisions made by the Club.
- A committee consisting of the President, Jr. Past President, both of the Vice Presidents and the most recent sister of the year will choose this member. The committee may take and consider suggestions from the membership.
- The outgoing President will give the presentation at installation.

Officers will not hold the same office for more than two years unless the nomination committee is unable to fill chairs. The exceptions are Financial Secretary, Treasurer and Organist. No member may fill financial chairs until the member has been a participating member for two years. No Past President will take an office if there is a willing and qualified member to fill this office.

The Executive Board will meet if necessary each month except July and August, prior to an Emblem Club meeting. All officers are expected to attend.

The club in the event of a death of a member or a birth or death of an immediate family member will make a $10.00 donation to the Supreme or State Scholarship Fund in the club member or the immediate family members' name.

The names will appear in the Emblem Topics under one of these Categories.

- The State President, Supreme Elected Officers, and Supreme District Officers will be honored at the same time.
- The President shall be allotted funds for Supreme and State Conventions, if the President does not go to these conventions the funds will remain in the general fund.
- The 1 st Vice President shall be allotted funds for Supreme Convention, if the 1 st Vice President does not go to the convention or is a Past President the funds will remain in the general fund.
- Receipts for any funds given by Rockland Emblem Club shall be returned within 60 days of the event or the money shall be returned in full.
- Past Presidents night shall be observed in February. The current President and Vice Presidents are to make arrangements.
- The Rockland Emblem Club will pay the dues for the members in a nursing or boarding home.
- Any contact with the Elks, of any nature, shall be done through the PRESIDENT ONLY . A letter from the Corresponding Secretary shall be submitted in writing to the Exalted Ruler and Elk Trustees of the events in advance requesting use of the Elks' Lodge.
- The PROPOSED budget shall be presented at the meeting following installation, discussed, and adopted as a proposed working budget.
- The President, 1 st Vice President and 1 st Trustee will have keys to all Emblem properties. The Corresponding Secretary will have a Post Office box key.
- Once a year the Rockland Emblem Club will have installation of officers, planned by the incoming President, and the chairman of this event.

THESE RULES ARE TO BE STRICTLY ADHERED TO; ANY DEVIATION FROM THESE WILL BE DEALT WITH BY A GRIEVANCE COMMITTEE.

1st Offense – The committee will issue a warning.
2nd Offense – A three month suspension from Emblem Club #200 Membership.
3rd Offense – Expulsion from the club.

To amend, rescind or change any of the above Standing Rules of the Rockland Emblem Club #200, a written notice must be sent to all members ten days in advance or a 2/3 vote of the attending membership required.
